How do I make my school uniform look vintage & my makeup?

Well, my school uniform is a kilt (green), black tights, light blue shirt, blue stripy tie, jumper (navy/optional), navy blazer. how should I make it vintage? also my makeup; how should i do that in a vintage type style. I have jewelry and accessories so it might be quite easy. any help will be appreciated xxxx
