Is Arnold (from 'Hey Arnold') wearing a kilt?

i was just watching it and i realized he was wearing a kilt. But i'm not sure if it's a kilt (it really looks like it) or just a sweater....? PLEASE HELP ME BY ANSWERING THIS! Maybe, if u can, you can send proof of whatever it is? Or just answer. I really wanna know! xDDDDD
