Why did Scottish troops in WW1 wear Skirts or "Kilts"?

Scotch troops wear trousers for the most part - more scary is the bagpipes they used to play to accompany troops into battle eg at Arnhem. Perhaps Carry On Up the Khyber is not the most authoritive source of historical fact.
