Scotland is getting ready to vote on independence just wondering does England get to vote on its independence?

As the Scots dance about in their kilts trying to decide wether they should be independent or not and Alex Salmond true Scot that he is states Scotland is rich enough to do it ......... i was just wondering if we English have a choice on independence , just think the money we would save could go towards free uni for our kids free prescriptions for our sick etc etc ...........why dont we get to vote on things like independence oh sorry forgot we dont have a purely English parliament do we ? Why is that ? Would that be to extreme perhaps even racist ?
