Belly Button Ring Infection?

I got mine done about 3 weeks ago. I clean it everyday twice a day with Spectro Jel (recommend by the piercer). There are only a couple signs that it could be infected, but I wanted to be extra careful. So; around the piercing is pretty red but isn't painful or hot to the touch. It does leak out a clear, sometimes white liquid (although I've been told that is normal and the liquid is lymph) there aren't crusties around it either! One thing to keep in mind is I go to a Catholic school where uniforms are inforced. We have to wear these kilts and the band goes right over my belly button, so I'm thinking the piercing could be just irritated by the lack of breathing air. Now that the weather is nice I usually go for runs and get pretty sweaty too. So does it sound like I have an infection on my hands? :$
